Domestic Violence:

Delaware Definition

The Delaware definition of domestic violence includes physical and sexual abuse, but it is not quite clear what "any other offense" of domestic violence means.

§ 703A. Definitions.

(a) "Domestic violence" includes but is not limited to physical or sexual abuse or threats of physical or sexual abuse and any other offense against the person committed by 1 parent against the other parent, against any child living in either parent's home, or against any other adult living in the child's home. "Domestic violence" does not include reasonable acts of self-defense by 1 parent for self-protection or in order to protect the child from abuse or threats of abuse by the other parent or other adult living in the child's home.

Delaware Domestic Violence

In 2003, there were 27,776 criminal and non-criminal domestic violence incidents. There were 16,921 criminal domestic violence incidents.
16.7%, or 2,829 of the criminal domestic violence incidents resulted in injury.
75% of the victims of criminal domestic violence incidents were female.
In 2002, 19 people died as a result of domestic violence. In 3 of those cases, children witnessed the murder of their mother.

"Domestic violence may include not only the intimate partner relationships of spousal, live-in partners and dating relationships, also familial, elder and child abuse may be present in a violent home. Abuse generally falls into one or more of the following categories: physical battering, sexual assault and emotional or psychological abuse, and generally escalates over a period of time."
